Highland Housing Register and Choice Based Lettings

The Highland Housing Register is a partnership with the following registered social landlords (RSL's) who have housing stock in the Highland Council area:

You can join the Highland Housing Register by completing an online form which you can find here .

Alternatively you can collect a paper copy of the form from any of the offices from the above RSL's. You can return your completed form to any office, whichever RSL you hand your form in to will be in control of your application, however you will be able to bid on any of the other RSL’s properties within the Highland Council area.

Once you have handed in your application form, a Housing Officer will be in contact with you shortly after to discuss it. If you require any assistance to complete your form, please contact any of the offices and we will be happy to help.

Choice Based Letting

To give you a greater say over where you live, all RSL properties in Caithness are now allocated through choice-based lettings. Sheltered housing is excluded from this scheme.

You must BID for the properties you WISH TO LIVE IN. If you do not bid you will not be offered general needs housing in Caithness.

You will need to have an active Highland Housing Register (HHR) Application.

Available properties are advertised on the landlords websites and in the housing offices and service points.

New properties can be added daily, please check the websites regularly as properties are usually only advertised for one week. Remember it is up to YOU to bid for properties.

To bid you must register your interest before the closing date, you can contact the landlord and complete a register of interest form, you can bid online via the advert and you can email or telephone any of the offices.

The property will be allocated to the person who registered an interest and has the greatest housing need.

If you are not successful you will not hear from us.

Home visits to discuss your housing situation are part of the allocation process with Pentland Housing Association.


Pentland Housing Association do not have properties available for temporary accommodation. If you are at risk of losing your home, are concerned that you may lose your home, are being harassed by your landlord, or simply want advice and information about your rights and your security of tenure, then you should contact the Highland Council's Homelessness Prevention Team on 01463 785104 or email: homeless.prevention@highland.gov.uk.
