Partnership Progress

In June 2018 Pentland Housing Association’s CEO resigned. When this happens, registered social landlords (RSL’s) must go through an options appraisal.

An options appraisal is a process with the aim to identify the RSL’s best option for moving forward.

In September 2018 the Board of Directors considered options available to them and the consensus was to explore the possibility of entering into a constitutional partnership with another RSL.

Pentland Housing Association put in place a programme of activities (with external support) in preparation for advertising for potential partners.

Cairn Housing Association submitted a proposal for a transfer of engagements.

Timeline to Date

Sept 2018:

Commission facilitation support.

Staff & stakeholder interviews and background research.

Oct 2018:

Board 2-day workshop to consider & appraise options.

Nov 2018:

Board decide to explore potential of a partnership.

Board informed staff & Regulator of decision.

Staff presentation with a Q&A session.

Dec 2018:

“Getting ourselves ready” work programme agreed.

Jan–May 2019:

Support secured for various work streams (e.g. business plans).

Support secured for tenants.

Regulator attended Board meeting & endorsed process.

June 2019:

Constitutional partnership invitation advertised.

July 2019:

Transfer of engagement (TOE) proposal from Cairn Housing Association.

July-August 2019:

Tenant, Board and staff TOE evaluation and recommendations.

21 August 2019:

Formal Board consideration/approval to further explore TOE.

What’s happening now?

We have informed the Regulator of the updates and you can view our engagement plan with them here.

A joint meeting between Pentland and Cairn has been scheduled for 5th November 2019 to start the business case preparation.

Tenant consultation meetings have been scheduled for 16th and 17th March in Wick and Thurso, this is being facilitated by Tenant Participation Advisory Service (TPAS).

It is important to note that NO DECISION HAS BEEN MADE. Once a business plan has been created with Cairn, there will be a TENANTS BALLOT to decide the future of Pentland Housing Association. It is therefore important for tenants to take part in the consultation meetings as they will be making this decision.
